The Case of the Noisy Room-Bob Powell-1956

There isn't much to the mystery here but it is quite nicely drawn by what appears to be Bob Powell. The people in the first panel of page 2 seem to have wandered in briefly from another story as the man's cartoonish countenance looks little like the he-man of the preceding page.

Powell had a tendency to do that sort of reaction shots that look like a precursor to the sort of thing you'd see in a lot of Japanese anime (like the Teen Titans series).
Look at his "Spirit of 76" stories in Harvey's Green Hornet Comics and you'll see it in almost every tale!

Boy, Jackie's head shot in the title panel is a ringer for Lucille Ball to my eyes.

GCD has a note about Howard Nostrand providing a possible ink assist, although I don't know if that accounts for the goofy reaction shot.
